Enki LLC bought out a plant for the production of reinforced concrete panels in Klin, near Moscow, for 431 million rubles, follows from the property purchase and sale agreement for JSC Klin Design and Construction Plant (KPSK) published on May 11. The document was posted on the Fedresurs site by an external manager of SU-155. The new owner of the enterprise is connected with the structures of the concern “Krost” Alexei Dobashin. According to SPARK-Interfax, among the founders of Enki LLC is Element LLC, the beneficiary of which, in turn, is Viktor Mosin, who heads a number of Krost structures. Krost did not respond to Kommersant’s request.

The KPSK was part of Mikhail Balakin’s SU-155. There, the plant was redesigned for the production of reinforced concrete blocks for the construction of 300 thousand square meters. m of housing per year, production restarted in 2014. In 2018, SU-155 was declared bankrupt. Now the assets of the group, which united more than 80 enterprises, are being bought out by other players. So, a year ago, the Serpukhov Elevator Plant was bought by structures associated with the Garden Ring Group of Companies, which is building housing in Tatarstan, Bashkortostan and the Moscow Region (see Kommersant dated May 26, 2022).

Developers often create or buy ready-made production of building materials. For example, Ilshat Nigmatullin’s Granel Group owns the Moscow Stone Processing Plant in Dolgoprudny near Moscow, Sergei Gordeev’s PIK Group owns house-building plants No. 2 and No. 3, and Andrey Molchanov’s LSR Group owns enterprises for the production of building bricks, aerated concrete, reinforced concrete products and deposits of non-metallic minerals .

Krost has been building up production assets for a long time. Now the concern has 18 plants, including a network of enterprises for the production of concrete. It is beneficial for developers to have their own factories of reinforced concrete panels, which allows them to optimize costs, for example, for metal, and reduce construction time by 2–2.5 times, said Lyudmila Lyubimova, a member of the General Council of Delovaya Rossiya.

Considering that developers are trying to reduce construction costs during the crisis, the acquisition of a plant that provides for the developer’s own needs increases independence from subcontractors and suppliers, Oleg Malakhov, Chairman of the Board of Directors of Primekey Group of Companies, agrees.

But now the demand of third-party developers for reinforced concrete products is limited due to a decrease in construction volumes, says Vladimir Lunev, vice president of the Granel Group of Companies for production. But if the orders come from Krost’s own housing construction projects or long-term participation in city programs, such as renovations, then production prospects may be attractive, Mr. Lunev said.

Krost can use KPSK products not only for its own commercial projects. The company is an active participant in the construction under the state order. In 2022-2023, LLC Krost-D, controlled by the concern, signed state contracts for construction for a total of 14.9 billion rubles, follows from SPARK-Interfax data.
