Kommersant learned about the plans of the Ministry of Digital Transformation to create a council to clean up the register of IT companies

The Ministry of Digital Development is going to establish a council that will clean up the register of IT companies accredited to receive tax and other benefits. About it writes Kommersant with reference to a top manager in a large company and an interlocutor in a specialized association.

According to sources, an appropriate group of experts is already being formed in the ministry. According to the newspaper, the draft order of the head of the Ministry of Digital Development Maksut Shadayev on the establishment of the council was sent on August 5 to the heads of the largest Russian specialized associations, including Russoft, Domestic Soft, RAEC, APKIT. The interlocutors claim that they will check the registry.

The department confirmed that the practice of attracting industry experts will expand, including the analysis of information about companies from the register for its compliance with the necessary requirements. So, in September 2021, about 1,600 organizations were removed from the register, and in early August of this year, it became known about the exclusion of more than 400 companies for which IT is not the main activity. In particular, they deleted from the register Sberbank, VTB, Alfa Bankbanks “Tinkoff“,”Opening”, Raiffeisenbank and others.

To date, the register includes more than 27 thousand organizations. These companies have a number of benefits. For example, zeroing the income tax rate by the end of 2024 and reducing insurance premiums for employees to 7.6%. Also, until March 2025, the Federal Tax Service will not conduct scheduled field inspections of IT companies. In addition, they have access to loans at 3%, and employees of organizations under the age of 27 receive a deferment from military service and the opportunity to receive preferential mortgages.

The CEO of Almi Partner (the developer of AlterOffice) Mikhail Lebedev noted that the idea to clean up the registry has been discussed in the Ministry of Digital Development since the beginning of the year, since “about half of the entries look fictitious.” Another source of the publication clarified that over the past six months the budget could lose up to 9 billion rubles. due to the allocation of benefits to companies that do not develop.

At the same time, according to Alexandra Orekhovich, Director for Legal Initiatives of the Internet Initiatives Development Fund, it is not entirely clear on what basis the decision to exclude a company from the register will be made. She added that the criteria for inclusion in it are not clearly established, in fact, it is enough for a company to have the appropriate OKVED code. According to Orekhovich, such legal uncertainty could lead to mass contestation of exclusion decisions.
