Alexander Khinshtein, head of the State Duma Committee on Information Policy, Information Technology and Communications, is asking the government to allow Roskomnadzor to conduct business inspections on leaks. He sent the document to Prime Minister Mikhail Mishustin.
“According to Roskomnadzor, since the beginning of the year, there have already been 40 leaks of personal data bases of Russians, but the regulator is now not entitled to check these facts,” Mr. Khinshtein wrote in Telegram. According to him, in total, “more than 136.5 million records containing personalized information have been compromised.”
In March, the government introduced a moratorium on inspections. To conduct an unscheduled inspection, you need a request from the prosecutor, prime minister or president. Without it, it is impossible to hold the company liable for leaks, says Mr. Khinshtein. “By supporting the course of reducing the administrative burden for entrepreneurs, the committee at the same time expresses serious concern about the current situation, which directly violates the constitutional rights and interests of citizens,” the appeal says.
The Russian authorities are now discussing a bill on turnover fines for businesses for leaking personal data. In May, the Ministry of Digital Development agreed on a bill imposing a fine of 1% of annual revenue and up to 3% if the company did not report the leak to Roskomnadzor in a timely manner. According to Kommersant’s information, now the department has agreed with the proposal to soften the bill.
