State Duma Deputy Alexander Khinshtein announced the development of a bill that would oblige online platforms to moderate content and remove “everything that violates the law.” The document is being prepared together with Roskomnadzor. According to Mr. Khinshtein, the law may be submitted for consideration before the end of the spring session.
“I regularly receive messages from subscribers about the appearance on Yandex.Music of frankly Russophobic and extremist compositions,” the deputy wrote in Telegram-channel. At the same time, he noted that the composition of the Ukrainian group Never too late “Burn Moskal” was removed from the platform. Formerly Mr Khinshtein addressed to Roskomnadzor with a request to take action against Yandex Music because of this track.
At the same time, the deputy stressed that songs by two more Ukrainian performers are currently available on Yandex.Music, which, in his opinion, are “extremist and Russophobic.” “Of course, I immediately forward all these signals to Roskomnadzor, which itself conducts its own monitoring. Every week, the RKN manually finds several dozen extremist compositions on Yandex Music, then demanding that the platform block them,” he said.
According to Alexander Khinshtein, it is necessary that online platforms independently regulate their content and “do not allow such a game.” “But, alas. Obviously, of good will, without strict legislative regulation, Yandex will not do this itself,” he added.
Yandex Music is a service for finding and listening to music and podcasts. Post tracks and video clips on the platform, the user can through Yandex partners, if he is the author, manages the rights to his works or a representative of a music label. Music on the service is hosted under license agreements with copyright holders.
