Kazakhstan wants to reach an agreement with Inter RAO – Export on the construction of three thermal power plants

The Kazakh authorities intend to sign a memorandum with Inter RAO – Export for the construction of three thermal power plants in the country, the country’s Ministry of Energy reported. It is planned to build a thermal power plant with a capacity of 240 MW in Kokshetau, a thermal power plant with a capacity of 360 MW in Semey, and a thermal power plant with a capacity of 560 MW in Ust-Kamenogorsk on the basis of coal generation.
A feasibility study (TES) has already been prepared for the construction of a thermal power plant in Kokshetau; the estimated cost of the project is estimated at 389 billion tenge (more than $831 million). This feasibility study is currently undergoing state examination. The CHP project in Semey is at the stage of developing a feasibility study. A feasibility study for the thermal power plant project in Ust-Kamenogorsk should be developed in 2024.
“The implementation of these projects raises some difficulties, given the refusal of international financial institutions to participate in the creation of coal generation,” the ministry added (quoted by TASS).
The work is being carried out within the framework of a memorandum of cooperation signed by the Ministries of Energy of Kazakhstan and Russia on thermal power plant projects in three cities of Kazakhstan. The installed energy capacity of the republic at the end of 2022 was approximately 24.5 GW, of which 19.5 GW were thermal power plants. The Ministry of Energy of Kazakhstan reported in August that it could adjust the forecast for oil production in 2023 due to constant interruptions in energy supply to the fields.
