Kaliningrad fish factories stopped exports due to new duties – Kommersant

The introduction of export duties linked to the ruble exchange rate on October 1 caused a halt in the export of fish products in the Kaliningrad region. The chairman of the board of directors of the group of companies (GC) “For the Motherland”, Sergei Lyutarevich, told reporters about this. According to him, six GC factories have suspended exports. In addition, it becomes impossible to fulfill the obligations of the Civil Code under the investment agreement with the Ministry of Agriculture of the Russian Federation on increasing exports.
Sergei Lyutarevich explained that “the profitability of canned fish production is 3%, while the export duty is 7%.”
“As a rule, the cost of selling canned food includes the cost of delivery. It turns out that we need to give another 7%. It is impossible to work in such conditions,” Mr. Lyutarevich commented on the situation (quote from “New Kaliningrad”). He also noted that all fish factories in the country whose products are exported will suffer.
According to him, the law “On the Special Economic Zone in the Kaliningrad Region” has a provision that states that business conditions cannot be worsened, but if this happens, the federal authorities will have to compensate for business losses.
In an effort to protect the domestic market from unjustified price increases, as well as to maintain a rational ratio between the export of goods and domestic consumption, a duty of 4% to 7% of the customs value was introduced, depending on the exchange rate of the national currency. The duty is charged at an exchange rate of 80 rubles/$ and higher. For the production of inexpensive canned fish, 30% of which before October 1 was exported to all CIS countries except Moldova, this measure became unprofitable.
The way out of the situation is the abolition of export duties for low-profit products. Kaliningrad enterprises approached the federal government with a corresponding proposal.
“For the Motherland” fishes in the Baltic and Caspian seas, the Kaliningrad and Finnish gulfs, and has seven production lines.
