Izvestia: Russians will be obliged to let in public utilities to install smart meters

The Ministry of Construction proposes to oblige owners of apartments and houses to let in housing and communal services workers to install and maintain smart meters, reports “News” with reference to the department’s report to the government. It is planned to introduce a fine for repeated denial of access to public utilities.

Deputy Chairman of the State Duma Committee on Construction and Housing and Utilities Svetlana Razvorotneva called the non-admission of housing and communal services employees to housing a “global problem”. According to her, there are problems during the overhaul, maintenance of gas equipment, verification of illegal redevelopment and in other situations. She noted that now, without the consent of the tenants, you can enter the apartment only in case of accidents with a threat to the lives of neighbors. In other cases, permission must be obtained through the court.

The Federal Antimonopoly Service opposed changes in the principles for calculating the payment. In March 2023, Izvestia also reportedthat the Ministry of Construction proposed to include in the tariffs for payment of housing and communal services the costs of installing and maintaining smart water and heat meters.
