The experiment for the sale of alcohol online will be launched in Moscow and the Moscow region on November 1, 2023, it will last until July 31, 2026. About this informs Izvestiya newspaper with reference to the government bill. The main author of the document is the Ministry of Finance.
We are talking about an experiment in the trade of still, sparkling and fortified drinks. It is specified that only Russian wine can be bought online.
To buy alcohol online, a citizen will have to confirm their age. This can be done in two ways: show the passport to the courier or use the Unified Identification and Authentication System (ESIA), which is used at the State Services.
Residents of Moscow and the Moscow region will be able to place an order on the Russian Post website. It is noted that delivery is possible no earlier than 24 hours after placing the order. As explained in the Ministry of Finance, this is due to the fact that the buyer receives products directly from the seller, this requires additional time costs.
The authors of the bill note that such an experiment will allow the Cabinet of Ministers to evaluate the effectiveness of the proposed mechanisms for controlling online sales.
The Ministry of Industry and Trade recalled that Russian President Vladimir Putin instructed to conduct an experiment on the sale of alcohol on the Internet as early as 2021. The department stated that it supports the legal sale of alcoholic beverages, including in the form of such an initiative. The ministry also expects that this measure will reduce the volume of counterfeit and falsified products in the network.
