TEverything that happened over the summer calls for radical, resolute and long-term action to move from the world of abundance to that of sobriety. The missing link is the iron fist likely to lead this delicate transformation over time and without too many jolts. Such is the paradox of this political return entirely dictated by the implications of the energy crisis and global warming and yet dominated by the relative weakening of the executive, the vulnerability of the majority and the radicalism of the opposition.

At the dawn of the previous five-year term, Emmanuel Macron appeared as the king of oil, almost all powers seemed to derive from his. Five years later, it is a hindered president who must lead, blindly, the great transformation of the country. To the loss of the absolute majority in the National Assembly is added for him the constitutional impossibility of claiming a new mandate in 2027. His authority is automatically weakened. It is not only harshly contested by the opposition. It is challenged, within the majority, by the affirmation of ambitions which, to be legitimate, are nonetheless cumbersome: it is the Minister for the Economy and Finance, Bruno Le Maire, who has give the the during the summer parliamentary debates.

The time is serious, but it will not be enough for the President of the Republic to proclaim as he did, Wednesday August 24, in the Council of Ministers, “the end of abundance, the end of recklessness, the end of evidence” to put the country in order of battle. After an electoral campaign marked by a multipartisan one-upmanship around the defense of the wallet, it was, of course, imperative that the presidential words act out the harsh reality. But to take action, the vision and the story are still missing: what type of transformation does the President of the Republic intend to initiate? Towards what model of society does he want to go? The absence of a clear answer was the weak point of his presidential campaign. Without deepening, Emmanuel Macron will have the greatest difficulty in containing his opponents.

On the ideological level, a lot of time was lost during the first quinquennium. In the current state, macronism boils down to a few vague concepts: humanism, progress, Europe, while ecology, which imposes itself as the great national cause, does not spontaneously come to mind. . Sobriety was not part of Emmanuel Macron’s starting software. Like the rest, the theme has been insufficiently worked on by its supporters.
