Irkutsk region and Khakassia differentiate the electricity tariff for the population

The Irkutsk region and Khakassia will be the first regions in Russia to introduce a differentiated electricity payment system for individuals (in everyday life, the scheme was called the “social norm”) as part of the new FAS methodology, approved at the end of July. This was announced on August 10 at a meeting of the FAS Methodological Council by representatives of the regions, two sources familiar with the results of the meeting told Vedomosti, and confirmed by interlocutors in the administrations of the constituent entities of the Federation. The tariff will be set according to the principle “the more you consume, the more expensive each kilowatt-hour”.

A source in the administration of Khakassia specified that the new tariff system will work in the region from January 1, 2023 and will be aimed at combating the so-called gray (illegal) cryptocurrency miners. “Miners can be seen by the nature of consumption. We plan to carry out an analysis and appropriate calculations so that changes in the tariff do not affect ordinary consumers,” he added.
