The construction of three coal-fired thermal power plants in Kazakhstan, within the framework of the memorandum signed on November 9, will be carried out by a subsidiary of the Russian company Inter RAO. Her representative told Vedomosti about this. In the comments of the Russian Ministry of Energy it is clarified that Inter RAO – Export will become the Russian authorized organization within the framework of the memorandum signed between the energy ministries of the two countries. The Kazakhstan authorized organization will be determined at the stage of preparation of the intergovernmental agreement, the press service of the Russian ministry said in a response.

“The participation of Inter RAO – Export in projects in Kazakhstan is considered as an EPC(M) contractor (provides comprehensive design, construction and commissioning of the facility. – Vedomosti) with assistance to the Kazakh customer in attracting borrowed commercial financing for their implementation,” said a representative of Inter RAO. He added that projects for the construction of new thermal power plants in Kazakhstan will be implemented within the framework of the instructions of the Russian President on the development of non-resource exports and the national project “International Cooperation and Export”. Vedomosti sent inquiries to large Russian state-owned banks regarding possible participation in financing.
