in the face of staff shortages, the government's long-awaited solutions

In the early childhood sector, the start of the new school year promises to be difficult. As illustrated by the shortage of personnel, now quantified – 10,000 professionals are missing according to a unpublished study of the National Family Allowance Fund (CNAF) dated July 11 – the attractiveness of these professions is a key issue. As a direct consequence of this shortage, many collective reception establishments (the second mode of care for children under 3 in France, behind childminders) are struggling. “In recent months, we have had structures that have reduced their working hours, others that have closed sections to continue to welcome children in complete safety. Professionals who stay on the job often have to work overtime to compensate for the absences of their colleagues.summarizes Véronique Escames, co-secretary general of the National Union of Early Childhood Professionals (SNPPE).

It exists “a real chasm between the content of the training, which emphasizes the well-being and development of children and the support to be implemented, and the reality on the ground”, abounds Emilie Philippe, from the collective No babies at the locker. In the facts, “we find ourselves constantly working in a hurry, taking turns in the sections to make up for the lack of professionals”she adds.

“Revalue these trades”

Current recruitment tensions are, unsurprisingly, arousing the dissatisfaction of parents for whom the care of their toddler is turning into a headache. Aware of the problem, the previous government set up a committee for the early childhood sector, in order to bring together all the players in the sector around the table to work on solutions. Its first conclusions, made at the beginning of the summer, are supposed to inspire the action of the public authorities.

In the wake of their presentation, the Ministry of Solidarity announced the first urgent measures on July 11. In the lead, the creation of an observatory of the quality of life at work in early childhood, endowed with 500,000 euros, as well as the announcement of the organization of a campaign to promote these professions from the autumn.

First lines of response rather well received by the actors, who however say they are vigilant that the government does not stop there. “We expect a lot from the minister to help us improve working conditions and enhance these professions, including financially”says Elsa Hervy, general delegate of the French Federation of crèche companies, which represents 2,000 crèches and 52,000 places. “One of the solutions to combat the shortage is to launch negotiations with the regions to increase the funding of places in the training of early childhood educators and childcare assistants”she adds.
