As Kommersant found out, investors in green generation may delay the launch of projects with a total capacity of 3 GW. Among the reasons for the delays are the search for new suppliers from “friendly” countries, violations of logistics, rising metal prices and the high load on Russian factories. The transfers once again prove that the renewable energy support program did not allow achieving the main goal of creating equipment production within the Russian Federation, industrial consumers say, offering to abandon “senseless support”.

Investors in green generation received delays in the launch of renewable energy projects with a total capacity of more than 3 GW, follows from the data of the Trading System Administrator. According to Kommersant’s estimates, initially 563 MW of the postponed projects had a planned launch date in 2022, 874 MW – in 2023, and the remaining volumes – in 2024-2028. The launch of almost half of the projects in terms of capacity is postponed for no more than one year, the Market Council (energy market regulator) notes.

RES in Russia are built at the expense of increased industry payments. After the outbreak of hostilities in Ukraine, the government allowed investors to delay construction without explanation (see “Kommersant” dated April 28, 2022). Under the support program, 4 GW of RES have already been built.

The lion’s share of projects being shelved is wind farms (WPPs).

So, Fortum (controlled by the Finnish Fortum), left without the equipment of the Danish Vestas, took a two-year delay for all its wind farms. Fortum hopes to launch 250 MW in December 2024 and another 498 MW in December 2025. The company’s remaining 0.9 GW low cost projects selected in 2021 now have a launch date of 2027-2029. Fortum completely abandoned the projects of wind farms with a capacity of 460 MW with the lowest price indicators. EL5-Energo (formerly owned by the Italian Enel, now controlled by LUKOIL), has moved the commissioning date of its wind farm by 71.25 MW by 17 months, until December 2025.

Novavind (part of Rosatom) has postponed the launch of part of the wind farm for a period of one to 17 months. The company postponed the commissioning of 280 MW to 2023, another 157.5 MW to 2025. Novavind told Kommersant that the decision was due to a combination of risks, including disruption of supply chains, an increase in the duration of logistics operations and the timing of connecting to the power grid. The company needed to “rebuild” the supply chains and find new suppliers to “keep the rhythmic and stable operation” of the plant in Volgodonsk (produces gondolas and generators). “For the most critical components, localization work has been intensified,” the company says.

The dates for the commissioning of solar stations (SPP) have also changed.

Unigreen Power (controlled by Mikhail Sivoldaev’s Ream Management) has postponed the launch of 545 MW by 7-12 months, until the summer of 2024 and 2025. Solar Systems (the beneficiary Mikhail Lisyansky) postponed the commissioning of 230 MW for 21–23 months, until 2025 and 2026. Kommersant’s interlocutors note that companies do not rule out earlier commissioning, waiting for price stabilization for metal structures and other cost items.

Launches may also be delayed mini hydroelectric power station. En+ has pushed back the commissioning of the plant by 8 MW by two years, until December 2024. TGK-1 may launch its 16.5 MW HPP 19 months later, in the summer of 2026. RusHydro has postponed the launch dates for projects with a total capacity of 125 MW by one year, until 2024–2029. RusHydro told Kommersant that they are “economically interested in the fastest possible commissioning”, the work is “going according to the original schedule.” The company decided to take a deferment, “assessing the risks with the purchase and supply of equipment” in an environment where all power engineers simultaneously contract with Russian producers.

The company has shifted the commissioning dates for objects in the Moscow region and Tatarstan until December 2024. RT-Invest says that construction is “in the active stage”, not excluding an earlier launch.

Aleksey Zhikharev, director of the Association for the Development of Renewable Energy, told Kommersant that in most cases the companies took delays due to “serious violations in logistics and in the organization of financing.”

“The realized risks were impossible to predict. In fact, there was a force majeure,” he states.

“The transfers once again indicate that the goal of the first renewable energy support program to localize the production of equipment has not been fully achieved,” they say in the Community of Energy Consumers. They also consider the second program meaningless, “the purpose of which is to expand the export potential of Russian equipment.” Consumers suggest “creating conditions for voluntary demand” for green generation for a more productive development of RES.
