GC “Granel” has attracted the former top manager of “Gazprom” Anatoly Kozeruk as a co-investor

Against the backdrop of rising costs of borrowed funds for housing construction, developers began to attract partners to their projects who can help with financing. Thus, the Granel Group of Companies transferred 50% in the future project to the former top manager of Gazprom, Anatoly Kozeruk. He will be able to help the developer not only with raising funds for construction, but also with the approval of permits, experts say.

The Granel Group of Companies attracted Anatoly Kozeruk, former top manager of Gazprom, as a co-investor in one of its future housing projects. In mid-June, he received 50% in the company “Specialized Developer” Kapitalstroy “, the rest of the share – from” Graneli “, found “Kommersant” in the SPARK-Interfax database.

Now one of the plots redeemed by the developer is being drawn up at Kapitalstroy, and this deal is at the final stage, says a Kommersant source close to the developer. He did not provide other details. Graneli declined to comment. It was not possible to contact Mr. Kozeruk.

Anatoly Kozeruk is closely connected with the development business. At various times he headed the GVSU Center, controlled by the structures of Arkady Rotenberg, and was a member of the directors of MR Group Roman Timokhin and Viktor Labuzdko. His son Vadim Kozeruk is also a prominent participant in development projects. For example, its structure LLC “Nord-West” plans to build a residential complex for 57 thousand square meters. m on Prospekt Mira in the north-east of Moscow.

Kozeruk Sr. is known in the Moscow real estate market as a developer with experience in coordinating projects with city authorities and obtaining permits, Timur Ryvkin, director of the Nikoliers land development department, notes. He does not rule out that Granel attracted a businessman for these purposes on its new site.

Ruslan Syrtsov, Managing Director of Metrium, believes that Graneli needed a partner in a new project to raise funding. According to him, developers who earned enough funds during the period of rush demand in 2020-2021 are now faced with an increase in the cost of project financing.

The rate of project financing has really increased over the past year, according to the calculations of the Unified Resource of Developers. If in August last year it was 3.77%, then by March this year it increased to 4.7%. The Central Bank previously attributed this growth to a decrease in the filling of escrow accounts in the framework of project financing. In turn, receipts to such accounts have decreased due to a drop in sales of apartments in new buildings, which developers have experienced since the spring of 2022.

In Moscow, for example, according to the Moscow Rosreestr, in January-March 2023, 22% fewer transactions were registered in the primary housing market – 20.4 thousand. At the same time, the share of unsold housing increased throughout Russia. According to the Nash.Dom.RF information system, in June 2023, only 31% of the total volume of housing under construction in the country was sold.

Recently, developers are increasingly attracting partners to their projects. For example, FGC and Gravion Group have agreed to jointly implement projects in the luxury housing segment, and MR Group is considering the possibility of cooperation with the Chinese Vanke Group on the restoration of the Imperial Orphanage and the reconstruction of the former buildings of the Academy of Missile Forces near Zaryadye Park near the Kremlin.
