Gazprom asks to index the tariffs of gas distribution organizations (GROs) for gas transportation from December 1, 2023, and not from July 1, 2024. This was stated by the head of Gazprom Mezhregiongaz Sergei Gustov at a meeting of the gasification headquarters.
According to him, according to a preliminary assessment, the necessary additional increase in tariffs associated with the large number of new networks commissioned under the gasification and additional gasification program “is a much larger figure.” He did not provide specific data. “Therefore, I ask you to consider the possibility of indexing GRO tariffs, including from December 1, 2023,” said Mr. Gustov (quoted by TASS).
He also proposed that the Federal Antimonopoly Service (FAS) index tariffs for gas transportation services through gas distribution networks from July 1, 2024 by 15%, from July 1, 2025 – by 7.2%, from July 1, 2026 – by 4%.
As Kommersant reported, Rosneft and NOVATEK are dissatisfied with the methodology developed by the FAS for calculating the tariff for gas transport through main gas pipelines, believing that it favors Gazprom. The companies felt that the methodology did not eliminate chronic shortcomings in the tariff calculation system. They estimated their overpayment to Gazprom for gas transportation since 2015 at more than 400 billion rubles. and called for a tariff reduction.
