Gazprom and Rosneftegaz became the largest payers of dividends to the budget in 2022

The Accounts Chamber has published a list of the largest payers of dividends to the Russian budget. The leaders were Gazprom, Rosneftegaz and Transneft. In total, the budget received 753 billion rubles, which is 2.2 times more than in 2021.

Leaders in dividends to the budget in 2022:

• Gazprom – 463.6 billion rubles. (61.6% of receipts);
• Rosneftegaz (manages the assets of oil and gas companies: 40.4% of the shares of Rosneft, 11% of Gazprom, 26.4% of Inter RAO) – 142.8 billion rubles. (19%);
• Transneft – 59.8 billion rubles. (7.9%);
• RusHydro – 14.4 billion rubles. (1.9%);
• “Caspian Pipeline Consortium – R” – about 12 billion rubles. (1.6%);
• “Dom.RF” – 10.4 billion rubles. (1.2%);
• Zarubezhneft — RUB 8.9 billion (1.2%);
• Rostelecom – 5.7 billion rubles. (0.8%);
• “Bashkir Soda Company” – 4.9 billion rubles. (0.6%);
• Goznak – 3.2 billion rubles. (0.4%);
• “Novorossiysk Commercial Sea Port” – 2.1 billion rubles. (0.3%);
• Roszarubezhneft – 1.7 billion rubles. (0.2%).

The Accounts Chamber indicated in the report the risks for the execution of the federal budget in the next financial year in connection with the practice of initiating the payment of interim dividends (.pdf). So far, it is predicted that by the end of 2023, 444 billion rubles will be paid.

The report of the Accounts Chamber concerns the execution of the budget in the Federal Property Management Agency. Dividends from Sberbank go to the National Wealth Fund, they are not administered by the Federal Property Management Agency. In April 2023, the bank approved the payment of record dividends in the amount of 565 billion rubles, half of which will go to the NWF.

Roszarubezhneft entered the list of dividend payers for the first time, drew attention RBC. The company was established in 2020, the date of its registration coincided with the transfer of the former Venezuelan assets of Rosneft to a company with 100% state participation. In addition, the Accounts Chamber disclosed the net profit of Rosneftegaz and Roszarubezhneft for 2021, they themselves did not publish this information. The first received 91.2 billion rubles, the second – 3.49 billion rubles.
