Foreign participants in public procurement will be temporarily allowed to use paper documents

The Government of the Russian Federation approved a bill proposing to allow foreign participants in public procurement to temporarily use paper documents, informed Ministry of Finance.
The department recalled that now electronic document management is used at all stages of the public procurement life cycle, but foreign suppliers who have not received a Russian qualified electronic signature cannot use it. At the same time, the recognition of foreign qualified electronic signatures has not yet been implemented in the Russian Federation.
If the law is adopted, foreign participants in public procurement will be able to use paper documents when executing a contract, interacting with regulatory authorities and appealing the results of procurement.
“Such relief will be temporary – until the completion of the procedures for the recognition in Russia of electronic signatures of foreign states, including the EAEU countries (until 2025 for the EAEU member states),” the message says.
As Vedomosti wrote in April, the Ministry of Digital Transformation is looking for a developer to create the Russian segment of the EAEU integrated information system. Such a system is needed for interstate data exchange and electronic documents between Russia, Belarus, Armenia, Kazakhstan and Kyrgyzstan, follows from the procurement documentation.
