Foreign hosters have not submitted a single application for inclusion in the Roskomnadzor register

Foreign companies have not submitted applications to Roskomnadzor for registration as hosting providers in a special register. From February 1, they will be prohibited from providing services in Russia.
A representative of Roskomnadzor reported that there were no applications RBC. A total of 266 providers are included in the register, 44 applications are under consideration. Roskomnadzor reviews applications to join the register within ten days. Thus, even if foreign companies want to enter the register, they will not have time to do so within the legal deadline of February 1.
For companies that are not included in the register, administrative liability is not provided for by law. However, they will be prohibited from providing hosting services in the Russian Federation. “Such an organization must submit a notice of commencement of activities before the provision of services,” said a Roskomnadzor representative.
The register formally includes foreign companies, said Konstantin Anisimov, CEO of the Russian hosting provider Rusonyx. Thus, the Russian legal entity ActiveCloud operating in the markets of the Russian Federation and Belarus belongs to a Cypriot company. Several foreign hosting providers operated in Russia, some of them planned to leave the market due to the Russian-Ukrainian conflict. As of December 2023, Roskomnadzor drew up 11 protocols for failure to comply with the Landing Law in relation to foreign hosting providers. As of mid-January 2024, Russian courts fined foreign hosting providers 367 million rubles.
The head of the State Duma Committee on Information Policy, Alexander Khinshtein, believes that foreign companies did not apply to be included in the register because of “anti-Russian policy in terms of information pressure.” Mikhail Shurygin, Chairman of the ROCIT Commission on Cloud Technologies, Hosting and Information Security, noted that large hosting providers from “friendly” countries, such as Alibaba Cloud from China, were still operating in the Russian market. Mr. Anisimov reminded that to submit an application to the register of hosting providers, you need to register a legal entity in the Russian Federation or rent computing resources. In his opinion, foreign companies are afraid to comply with the requirements due to sanctions.
