In parallel, the ministry is preparing amendments to the resolution on classifying products as Russian, which will allow customers of fishing vessels whose delivery deadlines are delayed to shift localization point thresholds by two years and avoid the risk of termination of investment quota contracts due to failure to comply with localization requirements.

The Ministry of Industry and Trade has finalized the draft amendments to the All-Russian Classification of Products by Type of Economic Activity, including shipbuilding products. As follows from the OKPD2 project, it includes more than 360 products, from ships themselves to equipment of varying complexity – from anchor chains and boats to power plants and ship systems. Facilities included include a wide range of fish processing equipment.

The separation of ship components and special equipment from the general industrial list of OKPD2 codes into a separate list, the Ministry of Industry and Trade explained to Kommersant, “will make it possible to unambiguously identify ships, equipment, ship components and special equipment when conducting procurement activities.” If the range of products is expanded, the ministry adds, it will be possible to finalize Resolution No. 719 (on confirmation of the production of industrial products on the territory of the Russian Federation, where localization points are established for various equipment, including those necessary for participation in government procurement or receiving subsidies) regarding the installation of domestic components production as part of a new vessel or marine equipment.

“The changes being made concern the list of equipment, raw materials and operations during the construction of fishing fleet vessels,” explains VARPE President German Zverev. “This is especially important for fishing industry: the second stage of investment quotas has been launched, which assumes that program participants will build vessels at Russian shipyards. One of the requirements for vessels is compliance with the level of localization of construction; previously this applied only to crab fishing vessels.” But investors have difficulties when going through the procedure of confirming the Russian origin of the built vessel and equipment, notes Mr. Zverev. “The new OKPD codes will allow us to take into account more positions, operations and raw materials to calculate the level of localization,” he says. “This is very important in light of the finalization of Resolution No. 719, which provides for an important change – the postponement of increasing the minimum required level of localization for the construction of fishing fleet vessels, as well as a decrease the current level of construction localization to that in force until July 1, 2023.” This will avoid the risk of termination of contracts for investment quotas due to failure to comply with localization requirements, he adds.

“Resolution No. 719 already specifies OKPD codes for fishing vessels and refrigerated transport vessels, so possible changes to the OKPD list should not be critical for us,” says Alexey Osintsev, president of the Association of Fishing Fleet Shipowners. He notes that another aspect of the localization of ship construction is fundamental: “Today it is important not to raise its threshold and temporarily extend the one that was in force at the beginning of 2023.”

The draft amendments to Resolution No. 719 (“Kommersant has seen the document”) suggest shifting to a later date the increase in the required localization points for fishing fleet vessels. So, if in the current version, at least 2300 points were required until June 30, 2023, from July 1, 2023 – at least 2900 points, from July 1, 2025 – at least 3400 points, then the draft proposes to shift these thresholds by two years. A similar shift is provided for refrigerated vessels – the cutoffs of 3200 and 3750 points are proposed to be shifted from July 1, 2023 and July 1, 2025 for two years, maintaining the current standard of 2500 points.

According to the head of Infoline-Analytics, Mikhail Burmistrov, the situation with the delivery of fishing vessels is complex: those for which equipment was supplied before the start of the embargo are moving towards delivery, but for the rest, redesign and complete replacement of the ship’s component equipment (SKO) are necessary. . The deadline shift is about two years. The postponement of the deadlines under Resolution No. 719 is logical and another postponement may be needed, the expert notes: now shipbuilding enterprises do not have confidence in the development of the series, and it will not appear until the first ships are built, on which the standard system will be replaced from European to Chinese or Turkish.
