FAS wants to save RusHydro from energy networks

The Federal Antimonopoly Service is developing a plan for separating the power grid complex from the RusHydro business. This was announced on April 5 by FAS Deputy Head Vitaly Korolev (in charge of the industry) at the Vedomosti conference “Russian Energy: Rebooting the Industry”. According to him, this is necessary to comply with the legal requirement to separate monopoly and competitive activities (ie, electricity generation and grid operation) as part of the gradual inclusion of the Far East in the price zone of the wholesale energy market.
In September 2022, Russian Energy Minister Nikolai Shulginov said at the EEF-2023 that the Ministry of Energy was proposing to expand the second price zone of the wholesale energy market (WECM), which includes Siberia, by joining the Far East (Vedomosti wrote about this on September 6). The official explained that this would attract additional investment in the energy sector “due to increased competition” and create conditions for increasing energy efficiency.
