FAS responded to complaints from airlines about increasing tariffs at airports

The Federal Antimonopoly Service (FAS) called “the current mechanism for approving tariffs and fees at Russian airports quite transparent.” This is how the department responded to the request of the Air Transport Operators Association (AEVT) to check the validity of tariffs for services. Excerpts from the response of Deputy Head of the FAS Petr Ivanov: RBC.
In February AEVT complained on the unreasonable increase in tariffs at Russian airports. According to AEVT estimates, the increase in unregulated tariffs at Russian airports since 2017 exceeds the level of inflation accumulated over these years by at least three times. Responding to AEVT’s appeal, the FAS recalled that regulated fees are calculated using the method of economically justified costs, and the minimum tariff must guarantee coverage of the costs of air hubs.
“Tariffs for the long-term period are set by the FAS on the basis of the parameters of projects for the construction and development of airport infrastructure approved by the government commission on transport,” says the letter from the deputy head of the FAS. Petr Ivanov noted that tariffs are also approved by the collegial body of the FAS, which includes representatives of federal authorities, including the Ministry of Economic Development and the Ministry of Transport. The coordination takes place taking into account the balance of interests of investors and carriers, using the methodology of gradual growth of tariffs, added Mr. Ivanov.
The complaints voiced by AEVT in February concerned the unreasonable increase in airport tariffs in the unregulated segment. The president of the association, Vladimir Tasun, pointed out that tariffs are carried out arbitrarily; as a result, tariffs for the same types of services at airports with comparable passenger traffic and in comparable regions of location differ significantly.
