The Federal Antimonopoly Service (FAS) demanded that fuel traders and oil depots disclose data on transactions for the purchase and sale of petroleum products on the domestic market and for export. This was reported “Interfax” several sources in the fuel market.
On September 25, the FAS sent letters to the main fuel traders (30 companies) and large oil depots in the country. In the letter, the department requests, by September 27, to provide information on the purchase and sale of petroleum products for the period from June to August.
Data should be presented with a breakdown of petroleum products supplied to the domestic market and for export. FAS also requests information on petroleum products purchase and sale agreements in order to study in more detail the data on the price of fuel, volumes sold, fuel suppliers and final recipients. Particular emphasis is placed on providing information on the export of petroleum products.
After a long period of rising prices for petroleum products in wholesale and a subsequent increase in prices in retail, the government banned the export of gasoline and diesel fuel from September 21. An exception is exports to the EAEU countries according to indicative balances or protocols, according to intergovernmental agreements. Prices began to decline.
However, on September 23, the government adjusted the decree, allowing the export of marine fuel, gas oils and middle distillates, as well as fuel that is registered for transportation through the Transneft system. Yesterday, September 26, stock prices for gasoline and diesel fuel began to rise again.
