FAS reported a decrease in unsatisfied demand for gasoline - Kommersant

The Federal Antimonopoly Service told Kommersant that restrictive measures made it possible to reduce the volume of unsatisfied demand for gasoline at the St. Petersburg International Mercantile Exchange (SPIMEX). The Service will restrict access to trading for Mosregiongaz LLC, Solid Commodity Markets JSC and Promsnab LLC due to unfair trade practices.

According to the FAS, the volume of unsatisfied demand for AI-95 gasoline as of January 31 was 23.9 thousand tons. As of February 6, the volume decreased by 80.14% and amounted to 4.7 thousand tons. Demand for the AI-92 grade decreased by 40.59%, as of January 6 it amounted to 10.4 thousand tons (as of January 31 – 17.6 thousand tons).

Also, signs of violations included the conclusion of contracts where the application for the purchase of fuel is from 300 tons and 35% or more of the total sales volume in one trading session. Identification of any of these signs during the trading day is considered a violation and leads to restriction of access to trading for at least ten days.

January 29, representatives of private gas stations wrote letter to the management of the Ministry of Energy, FAS and SPbMTSB. In it, they complained about the growing number of unfair practices in fuel exchange trading, due to which they are forced to purchase gasoline from resellers. As an example, they cited a case in January 2024, when a network of gas stations providing emergency services was unable to purchase gasoline at some bases in Central Russia.
