FAS proposed to increase Transneft's oil pumping tariffs by 7.2% in 2024

The Federal Antimonopoly Service (FAS) proposed increasing tariffs for Transneft services (MOEX: TRNFP) for oil pumping by an average of 7.2%. According to project order posted on the legal information portal, new tariffs should be established from January 1, 2024.

The FAS press service clarified to Interfax that the change in tariffs is necessary to cover operating expenses, as well as in connection with the implementation of investment programs and reconstruction of main pipelines.

According to the document, transportation tariff oil along the route:

  • Taishet-Meget/Angarsk Petrochemical Plant may be increased from 409.6 rubles. per ton (excluding VAT) up to 439.13 rubles;
  • Yaroslavl 3—Primorsk (Baltic Pipeline System) – from 827.12 rubles. per ton up to 886.61 rubles;
  • From Aprelskaya, Vatyegan, Purpe points to Transneft-Port Primorsk LLC and Transneft-Baltika LLC (Ust-Luga oil depot) – from 2376.15 rubles. per ton (excluding VAT) up to 2547.06 rubles;
  • Klin—Ust-Luga 0- from 959.93 rub. per ton up to 1028.98 rubles;
  • Makhachkala—PK Sheskharis—from 453.98 rubles. per ton (excluding VAT) up to 485.63 rubles;
  • It is proposed to increase Zapolyarye-Purpe from 511.38 rubles. per ton (excluding VAT) up to 547.09 rubles;
  • Kuyumba-Taishet – from 811.36 rubles. up to 869.72 rub.

The network tariff for Transneft transportation via the Eastern Siberia-Pacific Ocean pipeline system for export to China and through the port of Kozmino may also increase. It is proposed to increase it from 3146.65 rubles. per ton (excluding VAT) up to RUB 3,372.98. The network tariff on the route from the Azerbaijani-Russian border to the Sheskharis PC may increase from 888.29 rubles. per ton (excluding VAT) up to 952.18 rubles. On the route Torgili—Yurgamysh—Cherkassy-1—Yurgamysh—Russian-Kazakh border, the tariff will change from 674.8 rubles. for 1 ton (excluding VAT) up to 723.34 rubles.

In October 2020, Prime Minister Mikhail Mishustin signed a decree according to which Transneft tariffs in 2021–2030 will be calculated using the “inflation minus 0.1%” method. The FAS, which made this proposal, noted that the order will allow consumers to predict on a long-term basis the dynamics of oil transportation tariffs and plan their expenses. In 2021, tariffs for Transneft services were indexed by 3.6%, in 2022 by 4.3%, and in January of this year by 5.99%.
