The second stage of the redistribution of quotas for the production of crab and certain types of fish may lead to the monopolization of the industry, the Federal Antimonopoly Service (FAS) believes. The agency fears “restriction and elimination of competition.”
The FAS assessment is contained in an official letter to the Ministry of Agriculture in preparation for the meeting of the government commission for the development of the fishery complex, which is scheduled for July 25, reports Vedomosti. The document was signed by FAS Deputy Head Sergei Puzyrevsky. The Ministry of Agriculture confirmed receipt of the letter.
The document notes that the sum of the two stages will redistribute 100% of the quotas for the extraction of crab and 44% for certain types of fish.
The Accounts Chamber reported in 2022 that the possible monopolization of the industry threatens to destroy it with the introduction of full-scale sanctions against the largest quota users.
The law on the second stage of the investment quota program was adopted at the end of 2022. It involves the redistribution of 50% of all rights to catch crab and 24% – pollock, herring and a number of other fish species in the Far East. As part of the first stage, 50% of the quotas for catching crab and 20% for fish were played.
According to Vedomosti, the largest owners of quotas for catching aquatic biological resources in 2022 were Norebo Group of Companies (715 thousand tons, 17% of the total annual allowable catch), Gidrostroy (512 thousand tons, 9%), Russkaya Fishery Company (338 thousand tons, 8%) and Okeanrybflot (328 thousand tons, 7.6%).
Earlier in July, the Federal Agency for Fisheries withdrew quotas from Tefida CJSC due to being under the control of a foreign investor. According to regulators, the beneficiary of the company held senior positions in American structures.
