The Federal Antimonopoly Service (FAS) opened a case against the Ural Steel company (owned by the Zagorsk Pipe Plant, ZTZ). The reason was an increase in prices for steel blanks for the production of railway wheels.
According to the FAS, based on the results of an “analysis of the state of competition”, it was established that the company occupies a dominant position in the market. According to the service, since the end of 2022, prices for blanks have increased by more than 40% “with a slight change in cost,” the press release says.
The FAS saw signs of a violation of antimonopoly legislation in the actions of Ural Steel. “They expressed themselves in establishing and maintaining a monopolistically high price for two types of workpieces necessary for the production of solid-rolled wheels. We are talking about round continuously cast wheel blanks of grade 2 and grade T, used for the production of solid-rolled railway wheels,” the service clarified.
In February 2022, Zagorsk Pipe Plant, a manufacturer of large-diameter pipes, bought Metalloinvest owns the Ural Steel plant for $500 million. Negotiations on the deal were conducted in 2020, but then the parties decided to continue the independent development of their assets. ZTZ considered the plant as a site for a new project for the production of seamless oil-grade pipes.
