FAS initiated the first antimonopoly cases due to inflated fuel prices

Federal Antimonopoly Service reported on the initiation of the first antimonopoly cases based on the results of an inspection of the petroleum products market. According to the service, violations were detected in the Belgorod and Rostov regions, Krasnodar and Stavropol territories, as well as in Dagestan.

As the FAS clarified, the cases against Oskolneftesnab JSC, Gazpromneft-Regional Sales LLC, Goodwill-A LLC, and Realgram LLC are related to the fact that the companies sold motor fuel from oil depots at an inflated price. LLC Ilsky Oil Refinery named after. A.A. Shamara and Slavyansk ECO LLC, according to the service, entered into anti-competitive agreements. The association of gas station owners is suspected of illegally coordinating economic activities.
“The President of the Association coordinated the activities of its members – owners and tenants of gas stations by sending messages in the messenger. This led to a simultaneous increase in retail fuel prices,” the FAS explained.
After a long period of rising prices for petroleum products in wholesale and a subsequent increase in prices in retail, the government banned the export of gasoline and diesel fuel from September 21. An exception is exports to the EAEU countries according to indicative balances or protocols, according to intergovernmental agreements.
On September 27, Russian President Vladimir Putin proposed regulating the fuel market by analogy with the fertilizer market: allowing exports only after the domestic market has been filled. He noted that, despite the decline in wholesale prices, the cost of gasoline at retail is rising. Deputy Prime Minister Alexander Novak proposed increasing the duty on petroleum products for resellers (those who do not produce fuel) from 20 thousand to 50 thousand rubles. or completely ban the export of petroleum products that were purchased on the market.
