FAS has developed projects for indexing tariffs for the transportation of goods and passengers by rail

The Federal Antimonopoly Service (FAS) has published draft orders on the indexation of tariffs for railway transportation cargo And passengers from December 1, 2023. The cost of travel in reserved seat and general carriages will increase by 10.75%. The indexation of freight transportation will be 7.6%, but additional surcharges, such as explained previously “Kommersant” will also increase this figure to 10.75%.

FAS proposed “conducting advanced indexation of tariffs for long-distance passenger transportation” to gradually reduce cross-subsidization “between freight transportation and infrastructure services.” Indexation will be 10.75% from December 1, 2023, 7.5% from January 1, 2025, 7.3% from January 1, 2026. Indexation of tariffs for infrastructure services for long-distance passenger transportation will be 12.8% from December 1, 2023, 10.2% from January 1, 2025, 9.6% from January 1, 2026. Indexation of tariffs for services for the use of railway infrastructure in suburban traffic will be 7.6%.

Tariffs for freight transportation will be indexed by 7.6% from December 1. However, it will also “clarify the validity period of the additional target allowance… to finance measures to compensate for costs associated with the overhaul of public railway infrastructure.” The premium will be 1.05 from January 1, 2023 to November 30, 2023, 1.07 from December 1, 2023 to December 31, 2024, and 1.07 for 2025. An “additional target allowance… to finance measures to ensure transport security” will also be established: 1.01 – from December 1, 2023 to December 31, 2024, 1.02 – from January 1 to December 31, 2025. It is also not planned to use reducing factors when determining fees for the export of hard coal until December 31, 2024.
