The Federal Antimonopoly Service (FAS) has opened several cases against representatives of independent gas stations and oil depots due to inflated fuel prices. This is stated in press release on the government website dedicated to the meeting of Deputy Prime Minister Alexander Novak with representatives of the Ministry of Energy, the Federal Antimonopoly Service and the leadership of the State Duma committees on agricultural issues and energy. As Kommersant sources note, the Ministry of Energy will be tasked with developing criteria for the gradual lifting of restrictions on the export of petroleum products.

According to the press release, Mr. Novak instructed the Ministry of Agriculture and the Federal Antimonopoly Service to monitor markups on diesel fuel when selling to farmers, as well as to ensure price reductions from intermediaries who buy diesel fuel at oil depots.

The press release notes that the meeting participants discussed measures by the Ministry of Finance and the Ministry of Energy to introduce protective duties for certain categories of exporters. “Such measures will preserve exports only to bona fide producers and will close opportunities for gray exports,” the government said in a statement.

Alexander Novak also instructed companies to “transmit the reduction in exchange prices for small wholesale” in an accelerated manner. During the meeting, it was stated that prices for gasoline and diesel fuel at the St. Petersburg International Commodity Exchange decreased by 16% and 21%, respectively. According to the Ministry of Energy, prices for diesel fuel in small wholesale stores decreased by an average of 4.9 thousand rubles. per ton. Price reductions were recorded in 81 constituent entities of the Russian Federation.

Today, October 4, Alexander Novak stated that the situation on the Russian fuel market is stabilizing, fuel reserves have increased by 430 thousand tons since the start of the export ban, and prices are decreasing. On September 21, the Russian government banned the export of gasoline and diesel fuel. The Ministry of Energy officially confirmed that the issue of lifting the export embargo is being discussed, but there is no decision yet.
