The Federal Antimonopoly Service (FAS) opposed the idea of ​​Russian Railways to introduce a separate investment tariff for coal transportation along the Baikal-Amur Mainline (BAM) in the Komsomolsk-on-Amur-Vanino section. According to Russian Railways, in order to complete the work on the Komsomolsk-Vanino section, provided for under the BAM and Trans-Siberian Railway modernization program, on time, it is necessary to increase the tariff for shippers to the Vanino-Sovgavansky junction by 15% from 2024 for three years. The overall growth was to be 28%, but part of it was planned to be financed through loans.

Mr. Ivanov wrote that the strategic documents for the development of public rail transport infrastructure do not provide for individual cargoes and destinations of different levels of tariffs for financing projects. He clarified that in order to complete the planned investment projects, the FAS has already made decisions on additional tariff indexation and revision of tariff surcharges, and also introduced targeted solutions for individual transportation. According to him, the increase in tariffs for export transportation of coal, including to Vanino and Sovetskaya Gavan, “has already amounted to 57%, with an average indexation for other cargoes of no more than 30%.”

The press service of the Ministry of Energy told RBC that they also do not support the introduction of the investment tariff proposed by Russian Railways. The Ministry of Transport said that “the issue is not public and no decisions have been made.” A Russian Railways spokesman declined to comment. RBC’s source in the state-owned company assures that “the option with the investment tariff was being worked out, but now it is no longer on the agenda.”
