The head of Roskomnadzor (RKN), Andrei Lipov, said that during the exercises they identified problems with the “survivability” of communications in conditions of deliberate impact on lines and structures. To solve the problem, amendments to the legislation were developed.

Exercises on the security and stability of public communication networks were carried out within the framework of the law “On Sovereign Runet”. Mr. Lipov spoke about the results at the specialized forum “Spectrum”.

“Based on the results of the latest exercises, problems related to the survivability of communication networks under conditions of deliberate impact on communication lines and structures were identified. The cessation of operation of individual network facilities may have an impact on the availability of communication services in the entire constituent entity of the Russian Federation,” the head of the RKN clarified (quoted by Interfax).

According to Andrey Lipov, to increase the level of security of communication networks, a draft concept of legal regulation and a draft law on primary communication networks have been developed. He did not specify the details of the initiative and the timing of its introduction. Deputy head of the RKN Oleg Terlyakov added that over four years they conducted six exercises on the stability and security of the Runet.

In September, it became known about the introduction of new cybersecurity rules for hosting providers. They will be required to connect to the FSB GosSOPKA system for countering cyber attacks, independently block resources through which cyber attacks are carried out, and transmit data on malicious traffic to the system. Companies will also have to take part in exercises to disconnect the RuNet from the global network.
