The head of the Bank of Russia, Elvira Nabiullina, spoke at the Ural forum “Cybersecurity in Finance”. She said that there has been no breakthrough in the fight against cyber theft among clients of Russian banks. According to her, every fourth ruble stolen from banks is borrowed.

“We see that social engineering is increasingly spilling over into credit fraud. People are increasingly taking out millions in loans and giving them to scammers. According to our statistics, every fourth ruble stolen from banks is borrowed funds,” said the head of the Central Bank (quote from TASS). For some banks, half of the stolen funds are funds that were borrowed.

According to Elvira Nabiullina, despite the development of tools to combat cyber fraud and the development of legislation, the long-awaited turning point in the fight against fraudsters has not happened. She noted that cyber fraudsters are “very creative.” As the head of the Central Bank reported, both the number of repelled attacks and the number of successful attacks have increased.

On the eve of the Central Bank reportedthat in 2023, Russian banks repelled 34.8 million attempts by cyber fraudsters to steal customer money, preventing fraudulent thefts worth 5.8 trillion rubles. According to the regulator, in 2023, 15.8 billion rubles were stolen from clients of Russian banks. The number of fraudulent transactions amounted to 1.17 million transactions. This is 33% more than a year earlier (RUB 14.2 billion for 2022).
