The power system manager in Russia “System Operator” can take into account in the scheme and program for the development of the country’s power system (C&D) for the period from 2023 to 2028 the supply of electricity to the European market, informed “Kommersant” with reference to the company’s document. Deliveries have not gone to Europe since last spring due to the impossibility of cash settlements due to sanctions.
According to the newspaper, the possible volume of deliveries from Russia to Finland this year can reach up to 4 billion kWh, to Lithuania, Latvia and Estonia – 2.4 billion kWh. It is noted that in 2023 the total volume of supplies will decrease to 12.9 billion kWh. As a result, the expected export of electricity to Europe could amount to almost 49% of total sales this year. From 2023 to 2028 (inclusive), possible exports to Finland will amount to 24 billion kWh. According to the document, deliveries to Latvia, Lithuania and Estonia will continue until 2025, and their volume will reach approximately 6.7 billion kWh
The technical possibility for export “is retained in full in all traditional export-import directions,” the System Operator said. They noted that “during the development of the SDS, the balance security of proposals in terms of export-import volumes is checked, which requires their inclusion in the program document for the long-term development of the Unified Energy System of Russia.”
According to Kommersant, in “Inter RAO“do not rule out the resumption of supplies to Finland and the Baltic States” in the medium term.
At the same time, independent analyst Yuri Melnikov believes that “the resumption of exports to the EU countries is an unlikely scenario, contrary to public statements by representatives of the authorities and energy companies of the EU countries.” Aleksey Presnov, head of the Energy Analysis Agency, shares the same opinion. In his opinion, such a forecast can hardly be taken seriously, since it does not reflect the current political situation.
