Employers may be required to provide housing for migrant workers

Members of the State Duma Committee on Construction and Housing and Public Utilities will introduce a bill to the lower house of parliament obliging employers to provide housing for migrant workers, write “News”.
We are talking about providing migrant workers with housing for the duration of the employment contract. It is expected that special dormitories or houses will be created at the expense of the business, as well as apartments will be rented. This is necessary, among other things, so that employees have temporary registration.
“Nowadays, dozens of migrant workers are often accommodated in trailers that are not suitable for normal life, and are not registered or controlled. Therefore, riots occur, the culprits of which are sometimes simply impossible to identify,” said one of the authors of the bill, member of the State Duma committee Sergei Kolunov. According to him, between January and July 2023, the number of serious and especially serious crimes committed by migrants increased by 32%.
As Alexander Yakubovsky, a member of the State Duma Committee on Construction and Housing and Public Utilities, noted, there is now a situation in society in which employers attract foreign labor because of its low cost, and “ordinary citizens bear responsibility for the dangerous behavior of migrants in society.”
For violating the new rules, employers can be fined up to RUB 500,000. An alternative to a fine may be the suspension of the company’s activities for up to 90 days. According to Kolunov, the employer will be able to independently decide how to pay for housing: at his own expense or deduct a certain amount from the employee’s salary.
Russian President Vladimir Putin has repeatedly called for taking into account the interests of Russians in matters of migration policy, so as not to create risks in the field of security, social and labor sectors. In particular, on September 12, speaking at the plenary session of the EEF, the head of state called think about the interests of Russians and exclude irritants from the migration influx, while noting the importance of maintaining the influx of migrants.
