Kommersant got acquainted with the concept of digitalization of apartment buildings, which proposes to combine the entire range of devices available, as well as introduce regulation regarding the mandatory installation of metering devices until 2030. The document was developed by ANO “Smart Apartment Building” (established in the summer, unites developers, telecom operators and electronics manufacturers). In the fall, the concept was sent to the Ministry of Digital Development, the Ministry of Industry and Trade and the Ministry of Construction (it was on their initiative that the ANO itself was created), said Nikita Utkin, general director of the ANO. The ministry declined to comment. The Ministry of Industry and Trade and the Ministry of Construction did not answer “Kommersant”.

In the document, the ANO lists regulatory and economic barriers that hinder the development of the market for smart devices and the digitalization of the urban economy. Among them are the lack of comprehensive mechanisms for regulating the segment and the range of devices required for installation, the lack of interest of management companies in the introduction of technologies due to lack of budget, non-systematic development of various IT systems in the regions, and others.

ANO proposes to make it mandatory to install smart individual meters for heat supply, water supply, sewerage and gas supply; create a registry of such devices and software for apartment buildings; to form a minimum list of technical requirements for metering devices for communal resources (water supply, heat supply, gas supply) and communication equipment, etc. According to Mr. Utkin, the creation of a unified regulation, technological and nomenclature base is necessary, since developers often use devices that are incompatible with each other: “ It is necessary to understand what devices and systems exist in order to determine the set of specific standards and requirements for them.”

The installation of smart metering devices should not be mandatory, the decision on this should be made exclusively by homeowners, says MForum Analytics analyst Alexei Boyko: “The cost of the project will probably fall on the population.” In general, the expert believes, the digitalization of residential buildings “will cost several tens of billions of rubles.” The concept also states that it is necessary to create an application to manage all smart devices for users. “This can be a single state application, possibly within the framework of the State Services, which can be distributed through RuStore, but also through the App Store and Google Play, if the platforms allow,” the expert believes.

Anton Tarashchansky, head of the Smart Home project at Samolet Group of Companies, said that the transition to smart metering systems would be difficult to carry out in a relatively old housing stock, but it had already actually taken place on the market for new buildings, and the concept only fixes this status: “In a situation where solutions have already been “registered” on the market, the introduction of norms and standards will be useful for both developers and buyers, since it guarantees the unity of trips.” The commercial director of the Strana Development Group of Companies, Alexander Gutorov, noted that there are already applications for managing a smart home on the market, and smart technologies are also used. According to him, the company is ready to join the common nomenclature, if it is necessary.

Often, when implementing digital solutions, the developer does not take into account whether the management company will be able to operate them and whether it will be convenient for residents, the Housing Digitalization Laboratory noted: “According to our calculations, the potential of the MKD digitalization market will be up to 830 billion rubles. by 2030″. The company believes that citizens will receive some benefit from uniform rules, since “digitalization of data on accounting for resources and services will allow regulating monthly utility payments.”
