If differentiated tariffs are introduced, the cost of electricity will change only for categories that consume it above the regional average – for mining and for commercial purposes. This was announced by Deputy Minister of Energy of the Russian Federation Pavel Snikkars.

He clarified that the decision to introduce such tariffs is made by the authorities of each region independently, taking into account an assessment of the consequences, including based on the protection of socially important categories of citizens. “Measures to support citizens in terms of subsidizing electricity need to be made more targeted to those in need,” the deputy minister added (quoted by Interfax).

How Kommersant reported, regions from 2024 are obliged to transfer the population to new electricity tariffs taking into account consumption volumes if they want to increase payments from businesses for reducing tariffs for the population. According to FAS estimates, almost all regions will have to switch to new tariffs for citizens, unless they decide to subsidize the tariff for the population from their budgets. The Ministry of Energy believes that the initiative will allow “to control the growth of cross-subsidization.”
