Users should have the right to refuse to transfer data for targeted advertising, Alexander Shoitov, deputy head of the Ministry of Digital Development, believes. However, he considers it acceptable to collect data in the interests of national security.
“I would draw a conditional boundary here. When we collect data or (conduct.— “b”) social scoring for some national security issues is one story, or to combat fraud. Yes, it is necessary to assemble, but at the same time it is very good to protect these systems,” said Mr. Shoitov at the Data Fusion conference. The Minister, speaking about data collection by companies, suggested that citizens should be given the opportunity to make their own choices in this regard. “Someone wants to receive certain, even, in the end, targeted advertising in some areas. <...> If he has such a right and the opportunity is fully realized, differentiatedly say: “I want this, I don’t want this, I don’t want this,” and someone can say: “I don’t want anything” – in this case, when we are already talking about such a massive use, such opportunities should be provided, ”added Mr. Shoitov.
As TenChat and Roistat previously reported, more than 80% of Russian advertisers report a decrease in efficiency and an increase in the cost of attracting customers on the Internet. The main reason was the departure of the usual foreign advertising platforms. Not all of them found and were able to master domestic analogues.
