As Kommersant found out, the Association of Air Transport Operators (AEVT) has returned to Aeroflot’s long-standing idea of ​​a single black list of passengers for all carriers. Now each company has its own and is canceled after a year. Now the industry wants to refuse transportation for smoking and petty hooliganism, extend the blacklist for three years and give tour operators access to it, so that rowdy people do not have loopholes in the form of charter flights.

As Kommersant learned, AEVT sent Aeroflot’s proposal to the Ministry of Transport to expand the list of violations for adding passengers to the so-called black lists, including smoking and petty hooliganism on board. In addition, it is proposed to allow airlines to change data about such passengers. Finally, they want to expand the period of blacklisting from one year to three years.

The draft amendments to the Air Code and the Code of Administrative Offenses were developed by Aeroflot and supported by other airlines from the association (AEVT includes 23 carriers, including S7, Ural Airlines, Utair, etc.), says a letter addressed to Deputy Minister Igor Chalik (he has “Ъ”).

Aeroflot confirmed to Kommersant that it had prepared “draft amendments to federal laws on its own initiative.” Kommersant’s interlocutor at the Ministry of Transport said that the appeal “was received recently and is still being studied,” but the ministry did not officially comment on this.

As stated in Aeroflot’s explanatory note to the draft changes, “international practice is moving towards more severe punishment for illegal actions of destructive passengers.” Thus, an attack on a crew member in Italy entails imprisonment for three years, in the USA – up to 20 years. In China, the airline noted, rowdy people are banned from the services of all national air carriers for a period of five years.

Aeroflot has been advocating for tougher blacklists since 2013: then the former head of the airline and current Minister of Transport Vitaly Savelyev proposed banning hooligans from air travel for three to five years. In 2016, carriers returned to this issue, proposing, in particular, to prohibit blacklisted passengers from traveling abroad and to increase air ticket prices for them (see Kommersant, November 26, 2016).
