CTO regime has not yet led to a rush in stores

The counter-terrorist operation (CTO) regime introduced in Moscow, the Moscow region and the Voronezh region, in the event of its prolonged action, may affect the uninterrupted supply of products to retail chains. Although retailers and officials claim that there are sufficient stocks of essential goods, in some stores in the Rostov region, where the Wagner PMC units entered yesterday, they introduced restrictions on sales to one person. Thus, the networks intend to prevent rush purchases, as was the case last year after the start of the Russian-Ukrainian military conflict.
Today in a number of grocery stores Rostov-on-Don there were notifications about the sale of a limited volume in one hand of sugar, salt, cereals, vegetable oil, flour. Such messages were published in social networks. The head of the city administration, Aleksey Logvinenko, hastened to reassure the townspeople, saying that the networks had a sufficient supply of food and essential goods. Such a stock in the Rostov region as a whole has been formed for a week, said Alexei Pankratov, head of the consumer market department of the Rostov region, to Kommersant. In addition, according to him, retail markets operate in the region.
Retailers note that on Saturday, June 24, there was no rush demand in their stores in the region. But in a number of outlets, they had to impose restrictions on sales to one person in order to prevent abnormal buying of essential goods, as happened in many regions of the country in early March last year after the outbreak of hostilities in Ukraine.
At the same time, in the center of Rostov-on-Don, almost all catering establishments were temporarily closed, including Tasty – and that’s it. The network explains this by ensuring the safety of consumers and employees, keeping them paid during downtime.
In government Voronezh regionwhere the CTO regime is also in place, they told Kommersant that there is also no hype with purchases in the region, but they did not rule out a local surge in demand at individual points of sale.
IN Lipetsk region, which also included PMC Wagner on Saturday, according to the local branch of the Liberal Democratic Party, there has been a surge in hype in stores. “Students and pensioners are buying up rice, sugar and salt,” they say. However, federal networks operating in the region, including X5 Group (Pyaterochka, Perekrestok, Chizhik networks), claim that sales volumes by Saturday evening were at the usual weekend level. The available food supplies in these regions are sufficient to provide the population with essential goods, Rusprodsoyuz adds to the association of suppliers and manufacturers.
Distribution centers of large federal networks, including X5 Group and Magnit, operate in the Rostov and Voronezh regions. The regions also have their own food enterprises, so in the short term there should be no problems with the provision of food, the interlocutor of Kommersant in the industry points out.
Another Kommersant source on the market notes that the supply of products, including from the regions of the central Black Earth region, remains possible even with overlaps on the M-4 Don highway along other routes.
Another Kommersant source in a major food manufacturer says that any blocking of the federal highway cannot but have a negative impact on logistics. So, according to him, some manufacturers may suspend new deliveries to regions where the CTO regime has been introduced.
At the same time, marketplaces have already warned about possible problems with the delivery of orders. Ozon says that the company had to temporarily restrict the ability to place orders and ship goods in the south of the country until the situation was clarified. Wildberries promise that in the event of a delay in delivery of orders, it will be possible to cancel them without paying for the return.
IN Moscow, where the CTO regime has also been introduced, retailers have the main distribution centers and there should be no problems with the import of goods in the store, says a Kommersant source in the mayor’s office. According to him, the situation with the availability of assortment in grocery supermarkets and pharmacy chains will be monitored constantly.
At the same time, today several shopping centers in Moscow were evacuated due to bomb threats, said TASS. In the Union of Shopping Centers, citing facility managers, they say that on Saturday, some shopping centers worked on a shortened schedule. Some part of the mall may not open tomorrow, the union specified.
