Chernyshenko instructed to prepare proposals for subsidizing the costs of Russian software

Deputy Prime Minister Dmitry Chernyshenko instructed the Ministry of Industry and Trade and the Ministry of Digital Development to prepare proposals for subsidizing part of the costs of enterprises for the implementation of Russian software, the Deputy Prime Minister’s office reported.

The office said that during a working visit to the Ulyanovsk region, Chernyshenko, who is also the curator of the Volga Federal District (VFD), together with the governor of the region Alexei Russkikh and the deputy plenipotentiary representative of the president in the Volga Federal District Alexei Kuzmitsky, visited the plant and the museum UAZ.

“Following the results, Deputy Prime Minister Dmitry Chernyshenko instructed the Ministry of Industry and Trade, in agreement with the Ministry of Digital Development, to prepare proposals for providing subsidies to Russian enterprises and organizations to reimburse part of the costs of implementing Russian solutions developed within the ICC,” the Deputy Prime Minister’s office said.

According to Chernyshenko, Russia cannot depend on foreign IT solutions by 2024 or 2025. “This is a specific KPI [ключевой показатель эффективности], a specific support program is needed for it, so that all enterprises unanimously switch to this standard. It is necessary to improve quality management methods so that our products are not inferior to foreign counterparts,” the politician said.

The office recalled that in 2022, on the basis of 32 ICC, work was carried out to analyze the needs of the main industrial enterprises in specialized software.

“According to the results of the work, an IT landscape of needs has been formed to replace foreign industrial software. It includes 365 needs for industry solutions, for which companies have confirmed a critical dependence on foreign solutions. Almost 80% of foreign software in demand in the industry has Russian counterparts, two or more Russian solutions are presented for a third of the positions, at least half of all Russian solutions on the market have an average and higher level of maturity,” the office noted.

ICC for import substitution of digital solutions in key sectors of the economy was created on behalf of Prime Minister Mikhail Mishustin. They bring together customers and developers in the creation and implementation of new digital products. Within the framework of the program, the volume of co-financing for each of the projects is about 80%. The remaining funds are invested by the customer. At the same time, the rights to the product remain with the developer of the solution.
