The demand for cards of international payment systems (IPS) Visa and Mastercard, which allow you to pay abroad, is so great that specialized aggregators have appeared on the Internet. Despite the high cost – up to 50 thousand rubles. per card – the demand for such services is great: more than 1 thousand units. applications daily. Aggregators promise protection from fraudsters and completely remote receipt of cards, although they do not guarantee their further work. But it is the blocking of cards, according to experts, that now looks like the most serious risk.

An aggregator has appeared in Russia that allows you to pick up a Visa and Mastercard card from “friendly” countries and a service for receiving it remotely. The site operates under the ManyMany.Cards brand (IP Bulatov Elbrus Ilkhamovich). According to the operating director of the company Maria Isanbayeva, the aggregator has three partners: EasyPay.World, Avo.Cards and Vizatut, which issue cards for Russians abroad, the list is planned to be expanded. The cost of issuing a card is 17–50 thousand rubles.

There have been no analogues of the aggregator in the Russian Federation so far, its creators assure. Although the demand for Visa and Mastercard cards after the departure of the majority of the Ministry of Railways from Russia in March gave rise to a lot of proposals – from card tourism to various remote card delivery services. All such companies work on a prepaid basis, that is, you either get the card yourself in another country, or you trust an intermediary. “Our system insures the client’s financial risks. We are like an aggregator (which at the same time is itself an intermediary that the consumer must trust.— “b”) we receive payment from the client and hold it until we receive the card,” says Maria Isanbaeva. “When the client receives the card, the money is transferred to the operator. If the card does not arrive, the money is returned.

The mechanisms for remote issuance of cards from banks of “friendly” countries are not complicated. As a rule, market participants work either by proxy or by video interview. In the first case, the operator’s representative submits all documents to the bank on the spot and picks up the card, which he sends to the Russian Federation. In the second case, the operator has an agency agreement with the bank, after video identification, the card is sent to the operator in the Russian Federation, where the client picks it up.

Now the following countries are represented in ManyMany.Cards: Belarus (35% in orders), Kazakhstan (10%), Kyrgyzstan (30%), Tajikistan (25%). For two months of work, the service issued 3.5 thousand cards. “Demand (the number of applications) was immediately high (up to 1 thousand units per day), and after September 21 (the announcement of mobilization.— “b”) has increased by 30%,” the company claims. “Tajikistan has become longer and more expensive, a large flow of migrants has gone there, and the country’s banks turned out to be physically unprepared for such an influx of applications,” says Maria Isanbayeva. Kyrgyzstan. Other countries – up to 17 business days.

The names of the banks whose cards are issued are not disclosed in ManyMany.Cards, noting that the list is constantly updated, and the aggregator “displays all current offers.” According to market participants, it is difficult to assess how much more expensive it is to issue a card through the site, directly from its partners or personally. “There are too many components,” says the interlocutor of “Kommersant” in the payment market. “However, obviously, the aggregator lays its margin.” At the same time, the site insures the client only against non-issuance of a card, but not against other risks. Thus, the Ministry of Railways pays attention to banks that actively issue cards to Russians, and recommend stopping this practice. And here the aggregator will not help in any way: “After the card is issued, we do not track its further history.”

In itself, the work of aggregators does not violate any laws and restrictions. “MPS have no formal reasons to oppose the legal practice of opening accounts by Russians in other jurisdictions and using payment cards for them,” emphasizes Roman Prokhorov, head of the board of the Financial Innovations Association. “But it should be borne in mind that with an increase in the sanctions burden, banks in other countries may choose to refuse to service Russian accounts, and then the funds of citizens on the cards may be frozen,” Dmitry Vishnyakov, an independent expert in the payment market, draws attention. “The consumer has risks that regulation and legislation may change at any time, which will cause difficulties,” agrees Evgenia Lazareva, project manager of the ONF “For the Rights of Borrowers”. “We must not forget about the security of personal data. To open an account and issue a card, foreign banks require a certain set of documents.”
