The Ministry of Digital Development invited government agencies to communicate with business through “State Services”. In this way, the authorities want to simplify interaction and avoid duplication of information, Vedomosti reports, citing a source in the ministry. The system will allow you to generate requests from government departments in your personal account, and all information and company responses will be located in a special storage on the Gostekh platform. If the company has already provided data, then government agencies will be able to obtain it from the warehouse. This scheme of operation is currently operating in test mode. The Ministry of Digital Development has already sent the initiative for approval to Business Russia, Support Russia and the Russian Union of Industrialists and Entrepreneurs.

Nevertheless, it is too early to talk about the prospects of the project due to the large number of questions and concerns, emphasized Antonina Levashenko, head of the Russian Center for Competence and Analysis of OECD Standards at RANEPA: “The idea, as usual, is good, the question is implementation. I would talk about three main problems that are likely to arise.

The first is that data from individual repositories of government authorities, relatively speaking, the Federal Tax Service or the Federal Customs Service, are not compatible with each other in terms of technical parameters, the formats in which these documents are laid out, and so on. That is, the first task should be to create a unified format for providing information.

The second problem is that we are creating a single huge repository where all this data from departments and services and from business will be uploaded. A large amount of information is always a cybersecurity risk.

Another point is that the State Services portal often “lies” because it cannot cope with the load when there is a large request from individuals. As for business, as far as I remember, on average a day it can receive 10-15 requests from government authorities, for large ones – even more. Will the platform withstand such a load?

The prerequisites for the project already existed, and such a work scheme could benefit the business. The main thing is to create high-quality control over requests, says Sergei Ryzhikov, co-founder of the Bitrix24 service: “We have been interacting with government agencies through Gosuslugi for quite some time now. A separate account has been created for each company, certain requests come in, and we respond to them. Overall, this looks like a working scheme, more reliable than some envelopes, mail or other stories.

Of course, I would like this not to turn into some kind of unlimited flow of requests, because it still has legal force.

Each request often requires serious responses. That is, somehow the number of requests should be controlled. Otherwise, this is a completely working scheme.”

Meanwhile, the question remains open about the legality of providing data to all departments, noted lawyer, candidate of legal sciences Mikhail Borovsky: “Could unauthorized access to computer information be easier than to information on paper? Most likely, yes.

Each department does not need unlimited access to the entire database; these are risks. But convenience for the economy is important; for the same business, the use of electronic systems is likely to exceed the damage from such unauthorized access.”

At the same time, detailed information about many companies is already in the public domain, and the digitalization of business processes is inevitable, explained Transasia Logistics Executive Director Kirill Latinsky: “All information about the enterprise is public in any case. It’s clear that we, like any business, are afraid of leaks, but the integration process is a matter of the future. So such an initiative is perceived only positively.

A number of companies that verify legal entities use services such as “Kontur.Focus”, “SPARK”, where the paid information on organizations is quite detailed. If Gosuslugi can take on a huge range of services provided electronically for business, then this can only be welcomed, this is our new reality.

First of all, in the personal account mode we can have a list of various services from government agencies, assistance from our company, and efficiency in processing certain requests.”

In the spring of 2022, President Vladimir Putin instructed to optimize the transfer of information from businesses to government agencies, saying that this requires a unified reporting form, and information should not be duplicated.
