According to the Minister of Economic Development, frequent amendments to regulations have a negative impact on business. To reconfigure their accounting systems, companies are employing “thousands of accountants across the country.” How productive is this, the minister asked at the “Russia Calling!” forum. According to Reshetnikov, the government is revising outdated regulations to make business more efficient.

What other professions are the government proposing to give up? The costs of business for accountants are quite understandable, says Alexey Terekhov, managing partner of the auditing company FBK:

“Of course, an accountant, while doing his job, does not create surplus value. But without it, not a single investment ruble will come to any enterprise.

Accounting work is changing in the era of digitalization. More qualified specialists are required who can use accounting in new information systems. Lack of technology has a more negative impact on business.

How often is the accounting department unreasonably bloated? Many businesses we’ve encountered are 60-70% into their optimization model, outsourcing accounting tasks to big, exciting tech players. Business knows how to calculate and optimize itself.”

In addition to accountants, Maxim Reshetnikov proposes to reduce the cost of security guards. The demand for them is dictated by unnecessary security requirements, although “everything can be replaced with cameras a long time ago.” According to the Higher School of Economics, which conducted a special study five years ago, about 1.5 million people work as security guards in Russia. And the demand for them is not decreasing at all, says Anton Minaev, founder of the Unity security service:

“Even if there are technical security measures, and a camera or some kind of sensor has detected an incident, a person must still react to it. Everyone must decide individually whether they need a security guard for the facility or whether only technical means are sufficient. If these are material things of the founder, then he sets the value for them himself. But if this is a public place, a kindergarten, a school, how can you calculate the value of people and children?

There is no decline in demand in our area. A huge number of tenders, security guards are in demand, as they are an important component of the entire security system, which, in addition to people, also includes technical means – video cameras, panic buttons, barriers. For example, if a fire occurs, the robot will not put it out. We believe that it is absolutely impossible to do without a person.”

Previously, Maxim Reshetnikov said that the lack of personnel remains the main internal source of risks for the Russian economy. According to analysts at the consulting company Yakov and Partners, by 2030 the deficit will reach 4 million people. Now the unemployment rate, according to Rosstat, remains a record low – less than 3%.
