The National Association of Stock Market Participants (NAUFOR) asked the Central Bank (CB) not to tighten the criteria for recognizing qualified retail investors until the stock market recovers. NAUFOR sent the corresponding letter to the Central Bank on August 9, according to Forbes And Frank Media. The Central Bank confirmed its receipt.

According to the authors of the letter, there is currently no reason in the stock market to change approaches to obtaining the status of a qualified investor. NAUFOR is convinced that the innovations “are untimely and are highly likely to harm the recovery of the financial market.” At what time it would be better to introduce them, the association did not specify.

The Central Bank explained the need for tougher requirements by the fact that due to sanctions, more than 5 million investors had their foreign assets blocked. The regulator also drew attention to the growth of clients’ debt to brokers up to 2.5 billion rubles. NAUFOR is convinced that the blocking of securities has nothing to do with the category of investors, and the debt to brokers, according to the association, is less than 0.1% of the amount on the accounts.

In July, it became known about the plans of the Central Bank to limit the risks of novice investors in terms of margin trading. The regulator introduces a category of clients with an initial level of risk, for which the maximum leverage (the ratio of own and borrowed funds from the broker) will be reduced. The market assessed the innovations negatively, as they significantly curtail the opportunities of qualified investors.
