The volume of restructuring of loans to mobilized people and members of their families turned out to be two times lower than the Central Bank planned in September. In total, this affected 155 thousand loans worth 58.8 billion rubles, said Elizaveta Danilova, director of the financial stability department of the Central Bank of the Russian Federation.

According to the regulator, the level of restructuring is now “significantly lower than during the pandemic.” In consumer lending, 2.2% of debt was restructured (+0.2 percentage points in November), during the pandemic, the figure reached 5.5% of the portfolio. “In mortgage lending, the share of restructurings is growing more slowly than in consumer lending; as of December 1, 2022, only 1% of the portfolio was restructured (4.4% in a pandemic),” said Ms. Danilova “Izvestia”.

At the beginning of October, a law came into force in Russia that gives the right to mobilized and their family members to apply for credit holidays. By data at the end of October, the support measure was used for 101.5 thousand loans for 45.4 billion rubles.

According to the data of the Bank of Russia, which were published last week, in November the total number of applications for restructuring received from individuals amounted to 182,000. This result is 8.4% lower than the previous month, however, compared with the average for the third quarter (184.1 thousand) and 1.7 times lower than the first four months of the program (301.2 thousand).
