If Roskomnadzor legally recognizes Telegram as a foreign messenger, then VTB, which launched an online bank within Telegram, will violate the law. Deputy Anton Gorelkin, the author of the already adopted amendments to the federal law “On Information,” said this to Kommersant, according to which, from March 1, it will be prohibited to connect money transfer services to foreign messengers.
“The register of foreign messengers is the area of responsibility of Roskomnadzor. If Telegram ends up in this registry, the service developed by VTB will not be able to operate legally. But in this case, the bank will be able to transfer its developments to the same VK Messenger, which also supports chat bots,” Mr. Gorelkin told Kommersant. Telegram, created by VKontakte co-founders Nikolai and Pavel Durov, is registered in the United Arab Emirates and the Virgin Islands.
Restrictions on work through messengers were introduced in December in a bill that initially concerned limits on foreign ownership of ad services. Russian President Vladimir Putin signed the law on December 29, 2022. According to the law, companies and structures performing a “state or municipal task” are prohibited from using foreign messengers to transfer personal data, information about payments, transfers and bank accounts. The register of such messengers should be maintained by Roskomnadzor.
Earlier today, January 19, VTB announced about the launch of an online bank created on the basis of the bank’s chat bot in Telegram. The development is positioned as an alternative to a mobile application that is not available in the App Store and Google Play stores after the introduction of US sanctions against VTB. The bank announced that by the end of the year it intends to introduce all the usual services into the Telegram service, including payments and transfers.
