In September, the Ministry of Digital Transformation expects to regulate the rules for the use of systems to counter unmanned aerial vehicles (UAVs), transferring the right to use them only to security organizations and banning private companies from operating such systems, said Artem Sheikin, deputy chairman of the Council for the Development of the Digital Economy under the Federation Council, who is quoted by “RIA News”.

The senator clarified to Kommersant that we are talking about specialized security associations “participating in measures for the anti-terrorist protection of objects.”

The ministry confirmed that the procedure for using systems to counter drones will be approved by the decision of the State Commission on Radio Frequencies (SCRF), the next meeting of which will be held in September: “The issue of authorized organizations is now being worked out.”

A working group with the participation of operators, fuel and energy companies and the State Committee for Radio Frequencies has already been created at the Ministry of Digital Transformation to assess the risks of communication interruptions due to the massive use of drone detection and blocking systems by businesses and citizens (see “Kommersant” dated June 19). Citizens and businesses began to be massively interested in buying such systems after a major drone raid on Moscow (see “Kommersant” dated June 1).

Kommersant’s interlocutor in the telecommunications market believes that the state thus does not want to allow anti-drone systems to be in the hands of a wide range of people: “Such systems are now not regulated in any way, and any company or citizen can purchase them.” He believes that if the rules for the use of anti-drone systems are adopted, Roskomnadzor will issue licenses for this.

The most popular method of countering drones is to create radio interference in the ranges on which the command radio link and their navigation are implemented, Alexey Boyko, the author of the profile Telegram channel abloud62, explains: “Antidron systems look for frequencies that are characteristic of drones and try to suppress them by emitting interference “. According to him, almost all market participants are concerned about the issue of protecting critical infrastructure from UAV attacks and are looking for any opportunity to provide it: “Private security companies (PSCs), which will receive the necessary licenses, will probably be able to help them in this.” The approval of the rules will be an “advantage for private security companies,” the expert believes: security organizations that are the first to enter the market with such a proposal will be able to attract potential customers earlier.

Kommersant’s interlocutor in the telecommunications market adds that regulation of the use of anti-drone systems can also be useful outside the direct context of military operations in order to stop the use of anti-drone systems in relation to civilian drones, for example, those performing aerial photography.

Some market participants point out (see “Kommersant” dated June 2) that citizens “react sharply to drone flights” and destroy harmless drones.
