Alikhanov complained about "crazy practices" of customs

The governor of the Kaliningrad region, Anton Alikhanov, considers customs control in ports to be excessive in relation to cargo transported to the region as part of the work of sea transit lines. He stated this during a meeting of the regional government. From June 18, Lithuanian Railways stopped transit from / to the Kaliningrad region from other regions of Russia.

“We are receiving complaints from some entrepreneurs, so to speak, non-publicly, about the actions of the customs in Ust-Luga and St. Petersburg, when goods are being transported from Russia to Russia. I understand that for some customs officers in St. Petersburg ports this is surprising. But where does the customs for transportation by sea from St. Petersburg to the Kaliningrad region? I don’t really understand,” said Mr. Alikhanov (quote from Interfax).

He also noted that he considers the requirement to weigh Russian products at customs to be unjustified. “Why weigh her? These are Russian products. What damage can be for the state budget from the fact that there is not a ton, but a hundred tons? Customs duties are not paid from a ton or from a hundred tons. Moreover, all this fish has already been entered into the Mercury system (a system for electronic certification of goods supervised by the State Veterinary Supervision Service.— “b”). In a word, there are absolutely crazy practices there,” the governor noted.

Mr. Alikhanov stressed that the region today is already in a difficult situation. According to him, the region needs help, not setting up “additional administrative obstacles.”

Based on the results of the meeting, Anton Alikhanov instructed the regional government to prepare a meeting at which, using specific examples, it will be possible to understand what changes need to be made to the legislation in order to remove these administrative barriers in the work of customs authorities.

After the start of the military operation, it was the sea route that became the main alternative to the delivery of goods to the Kaliningrad region, bypassing Lithuania, which limited rail freight transit to the Russian region by introducing quotas for sanctioned goods. The Lithuanian authorities said that they did not introduce new restrictions, but acted in accordance with EU sanctions.
