According to the results of the first five months of 2023, the supply of computing equipment – servers, system blocks, motherboards with processors, etc. – increased by 10% in physical terms, F + tech calculated. “Kommersant” got acquainted with the F + tech data on the supply of computer equipment to the Russian Federation for the first five months of the year. It follows from them that 412.7 thousand units of computer equipment were delivered to the country – servers, blade servers, system blocks, motherboards with an installed processor and barebone systems – in the amount of 48.9 billion rubles. (plus 10.2% in units and minus 3% in money year-on-year), as well as 1.83 million data storage devices — data storage systems, hard drives, solid state drives and disk shelves with media — by 11 billion rubles. (plus 48.9% in units and minus 19.1% in money year on year). F + tech clarified that they analyzed deliveries in the context of TN VED codes, as well as using their own data. The growth of imports of computer equipment in pieces in F + tech is explained by the low base of last year.
An interlocutor in the computer manufacturing market notes that now companies are experiencing a shortage of analytical data on the volume of deliveries of servers and storage systems. “Until 2022, data on servers and data storage systems was provided by IDC, which used different methods in the calculation. Now companies, apparently, are forced to calculate the market according to customs data,” he says. Kommersant’s interlocutor considers the market to be stagnant and estimates the volume of server deliveries to Russia at the level of 150,000 pieces. Another Kommersant source in the industry notes that in conditions when servers are delivered to the country in parts and under the guise of other goods, the accuracy of any supply data raises questions – “today, this is, in fact, a shadow market.” There are problems with the fact that some of the customs information is entered with errors, admits a logistician in a large electronics manufacturer. “New importers who started working in 2022, importing a large number of equipment, are deliberately or out of inexperience replacing the TN VED codes,” he says.
Based on his data, Pavel Kulakov, CEO of the cloud provider Oxygen, expects “cautious growth in demand and growth in supplies with a slight adjustment for the growth of the exchange rate” at the end of the year: “We believe that the volume of supplies in pieces will grow until the first or second quarters of 2024” . The dynamics, according to him, will be influenced by multidirectional trends: “On the one hand, many freeze budgets and use what was bought before 2022, on the other hand, there is an understanding that it is worth buying for the future, since tomorrow the existing supply channels may not be.”
The Ministry of Industry and Trade, as Kommersant previously reported, discussed the idea of banning parallel imports of assembled servers and storage systems (see “Kommersant” dated July 4). Later, Svetlana Legostaeva, head of ANO Computing Equipment, clarified to Rossiyskaya Gazeta that they were talking about restrictions on the import of “simple equipment”, analogues of which are already being produced by Russian companies.
The interlocutor of “Kommersant” in the manufacturer of computer equipment, on the contrary, says that the computer technology market “rises to sink heavily by the end of the year.” According to him, since the beginning of the year there has been a drop in demand for computer equipment from state and corporate customers. “There are a number of reasons for this: savings, the upcoming transition of departments to Gostech, which assumes that state institutions will abandon the development model of their information systems to use a single infrastructure, which means they will not be able to direct budgets for the modernization of their GIS, as well as the fact that Last year, departments stocked up on equipment,” he lists.
