A register of participants in the creative industries market will appear in Russia – Kommersant

A group of senators and deputies led by the first deputy chairman of the State Duma Committee on Economic Policy Denis Kravchenko (United Russia) submitted to the State Duma billregulating the activities of the “creative industry”. Its preparation was announced on October 30 “Vedomosti”.

The explanatory note to the draft federal law “On the development of creative industries in the Russian Federation” clarifies that there are currently about 20 laws regulating activities related to the creative industries (film production, information technology, architecture). But none of these laws defines what exactly is included in the creative industries, the authors of the initiative note.

The bill itself is aimed at defining the basis for regulating the organization and development of creative industries in the Russian Federation as the basic sector of the creative economy, as specified in the explanatory note. The document establishes the operating conditions and possible measures of state support for program subjects.

In accordance with the draft law, it is proposed to include “economic activities” associated with the creation, promotion in the domestic and foreign markets, as well as the distribution and sale of creative products that have uniqueness and economic value, as creative industries. Already within the framework of creative industries, there is a division into those using historical and cultural heritage (arts and crafts, gallery activities), literature and art, phonograms, information and telecommunication technologies (creation of computer games, advertising, publishing, media activities), as well as applied creation.

According to the project, legal entities and individual entrepreneurs registered in registers on the territory of the Russian Federation, as well as individuals applying the special tax regime “Professional Income Tax” can be considered subjects of creative industries. Subjects must be included in the unified register of creative industries and operate in Russia, the document specifies. The government will establish the procedure for the formation and maintenance of the register, including the composition of the information included in it about the subjects of the creative industries, and will also determine the authorized executive body that will be responsible for the development and implementation of state policy in this area. Kommersant’s interlocutor, familiar with the situation, says that “most likely” the Ministry of Culture will become such a body. Kommersant sent a request to the Ministry of Culture.

In August, Russian President Vladimir Putin instructed the government to update the Concept for the Development of Creative Industries. Thus, the President ordered the introduction of amendments to Russian legislation providing for the definition of the concepts of “creative economy” and “creative (creative) industries”, determination of the list of creative (creative) industries, and approval of a methodology for assessing the contribution of the creative economy to the country’s economy.

The concept for the development of creative industries until 2030 was adopted by the government in 2021. According to the document, the share of creative industries in the economy was to increase from 2.21% to 3% by 2024 and reach 6% by 2030. “Creative industries agencies are now developing in different regions, which began to appear during the implementation of the concept, they are focused on increasing GDP and building work in parallel with the Ministry of Culture (the Moscow government, in particular, created the Creative Industries Agency in 2020),” explains the interlocutor “ Kommersant” in the media market. In his opinion, this situation might not suit the Ministry of Culture, so now the ministry expects to take over the supervision of the industry.
